The Saudi Transport Authority has announced stricter penalties for individuals engaged in Illegal passenger transport and soliciting passengers in public places. These measures are part of the new Land Transport Law, issued under Royal Decree No. (M/188) dated 24/11/1446 AH.

What Counts as a Violation?
According to the authority, a person is in violation if they:

Operate passenger transport without a valid license.

Call out to passengers or solicit them in public areas.

Follow, intercept, or approach passengers.

Wait in unauthorized locations to offer transport services.

Unlicensed passenger transport: Fine of up to SAR 20,000 and vehicle impoundment for up to 60 days.

Passenger solicitation (al-Munādāh): Fine of up to SAR 11,000 and vehicle impoundment for up to 25 days.
